Skin weights are bugged since 4.2 update
Since I updated to 4.2 the clothing skin weights seem to be bugged.
The default shape of the clothing is always in A-Pose (not the ones that are available to use as poses but that weird one that has the legs close to each other, which is used with GO-Z).
So when I try to paint weight, the clothing vertices move to try to return to this strange A-Pose.
This is specifically problematic when I try to put 100% weights to clothing objects that need to remain rigid such as pouches, scabbards, hard surface clothing details and other stuff, which move and changing position when I apply 1 weight to them for their corresponding bones.
I spoke with Rampa in support and made a few videos to demonstrate this issue which I'm attaching links to below:

Any solutions that were offered by support did not solve my issue so that is why I'm submitting the feedback here.
Hope this gets fixed soon as it completely destroys my workflow for creating customs clothing.

I can also confirm that this problem exist, and sadly, it's pretty much impossible to do skinning in CC at the moment :(

Glad to see I’m not crazy and others are having issues. I have found a pretty nice workaround using the CC to Blender pluggin and doing all the weight painting in Blender instead. Much better control and the fact that everything works coming and going both ways is a big plus. Unfortunately if Import my blender file in CC and then want to make skinning edits, it’s still broken so I have to go back to the Blender file, edit and re-export.
Really hope they are working on the skinning tool in general cause it is really bad, even when it worked.

I confirm from my side too... Even if my problem is totally different. 
As soon as I updated to 4.2, I noticed that I could hardly use the tool anymore. 
I had to go through CC3... save my garment, and go back to CC4 to import the CC3 skinweight file and apply it to the garment still in accessory mode...
Very very laborious...
I don't understand what happened, before the 4.2 update, it was more than perfect...

I have already noticed that the "Smooth" tool is not functional as it should be : ... yet, once the CC3/CC4 re-import is done, it is back up and running and doing what is expected. I know, it's a little bit laborious as a bug, but that's exactly what I felt after the update... (which I regret... even if the other improvements are interesting).

in fact, I think that smooth tool can't even balance the vertices for example, on a jacket, when I go from my initial position - "Relax" - to the extreme "cross" position: the smooth tool is no longer functional or it manages it in a very chaotic way. The same thing for the crotch of a pair of pants...
