Edit Mesh mode does not allow to delete faces from Cloth or Hair
CC manual says: Character Creator provides Delete Face feature to delete unnecessary mesh faces for fixing or trimming models. The models include character, clothes, hair, accessories and props.

So the above statement is not true for cloth and hair. "Delete Face" button is not available while editing Cloth or Hair.

And after converting Cloth to an Accessory, deleting some faces and Transferring Skin Weight, the result - is totally distorted mesh (depends on how much faces you delete while it was converted to an accessory).

On the right is the same skirt (front and back) after converting to an Accessory, trimming to mini-skirt and Transferring Skin Weights.

Also, what kind of template you used for Transfer Skin Weight?
If you want exactly the same skin weight from previous one, you can select "file" and choose the original skirt.
