Due to our environment can't reproduce issue, please check each of these:
1. Error message pop up each time when you try to download the pack or only one time?
2. Please go to Smart Gallery, click Menu button (on the top right of panel), click Sync Local Content, check if these two packs will be syncing as "install" or not.
3. If packs are still uninstalled, go to Content Manager, Stage category, prop folder, try to apply any prop content.
4. There's may be two result after applying, arouse downloading pack in Smart Gallery, or just simply apply the content.
If all step you've tried and the problem still exists, please let us know.
