iClone 7.6 Patch - ENU Installer is not installing
I have tried the following options from Forum Reallusion:

OPTION 1
1) I Open the "C:\Users\Public" folder.
2) In "All Users" folder, I right-click on the "Public Documents" folder and Select "Properties".
3) In the "General" tab, I cleared the checkbox marked as "Read-only".
4) Clicked "Apply" and "OK" on the pop-up box.
5) Then, went to "Security" tab
6) I verified that "Deny" is not checked for anything by clicking "Edit" to Update it.
7) I verify that "Allow" is checked for "Full Control" by clicking "Edit" to Update it.
8) I then clicked on "Apply", then click on "OK"
9) Double clicked the iClone 7.6 Patch - ENU Installer
NOTHING HAPPENED.

OPTION 2
1) I type %Temp% in the Search box and click the found Temp folder to C:\Users\<YOUR PROFILE NAME>\AppData\Local\Temp.
2) I highlighted and deleted all the folders and files in the Temp folder. Some remained as normal
3) I went to C:\Windows\Temp. Highlight and delete all the folders and files there.
4) Restarted my computer and try to install again by double clicking the iClone 7.6 Patch - ENU Installer
NOTHING HAPPENED

OPTION 3
1) I went to "Start" > "Control Panel" > "Network and Internet" > "Internet Options" > "Connections" tab.
2) I clicked on the "LAN Settings" button to see if I am using a Proxy Server. It was not checked.
3) I temporarily disabled any security program - such as Windows Defender Firewall, and uninstall iOrbit Malware Fighter that may interfere with the installation process.
4) Restarted my computer and try to install again by double clicking the iClone 7.6 Patch - ENU Installer
NOTHING HAPPENED

I have absolutely no idea what to do again.

Please, I beg of you to help me to install this program.

I have run the RL System Collector and have attached the "AUGUST 30TH RL_FBT_UserSystemInfo_Windows" file for review to determine why iClone 7.6 Patch - ENU will not install.

I have finally resolved the issue of why Cartoon Animator 4.01 will not install.

Apparently, any update or security of OS Windows 1903 from Microsoft is screwing up Admin User Account.

I only figured it out by going through these suggestions from these websites:

This is what finally worked:

Solution 6 – Create a new user account

If the problem still appears, perhaps the issue is caused by your account. Your account can get damaged, and that will lead to this and many other problems. To fix the issue, it’s advised to create a new user account. This is actually quite simple to do, and you can do it by following these steps:

    Open the Settings app and head over to the Accounts section.

    Select Family & other people in the left pane. In the right pane choose Add someone else to this PC.

    Now select I don’t have this person’s sign-in information > Add a user without a Microsoft account.

    Now you just need to enter the username that you want to use for the new account and click Next.

After creating a new user account, it’s a good idea to upgrade your new account to the administrative account. To do that, follow these steps:

    Open the Settings app and navigate to Accounts > Family & other people.
    Select the newly created account and choose Change account type.

    Set the Account type to Administrator and click OK.

After doing that, sign in to the new account and check if the problem appears. If not, you need to move all your personal files to the new account and start using it instead of your old one.

As you can see, this can be a big problem, but if nothing happens when you click Run as administrator, it’s rather likely that a third-party application is causing the problem, so be sure to remove it and check if that helps.

Upon doing so, I restarted my computer and logged on the "New User Account" and try to install again by double-clicking the iClone 7.6 Patch - ENU Installer . IT FINALLY WORKED!!!!

So from now on should, there be any updates from Microsoft on Windows 10 1903 or later I will be using the New User Account to Install any updates or content to install.

I can either move all my personal files to the new account and start using it instead or use the old one where my files reside.
