Toon Light is a light setting designed for cartoon characters. It’s a flat light that produce minimal contrast, making character looks smoother and less detailed. Although you can use this light on any character, but it won’t apply toon effects to the character. See the attached image of before-after comparison on a non-toon character, you have to look carefully to find the differences. 

If you apply Toon Light on a cartoon character, then it will look similar to the thumbnail.
