The User Interface buttons move and the mouse pointer covers the descriptions
In Stage Mode, the buttons on the left side turn on and off depending upon what you have selected in the scene, but they remain in the same place.
In Composer Mode, the buttons are different depending on what is in composer mode and they change position.
It would be much easier if the buttons just stayed in the same place and turned on and off.
Adding to the confusion of buttons moving, when the mouse cursor is over a button, the cursor covers the description of what the button does. This happens on both of my monitors.

I would like to clarify this problem, so let me check another question 
When you touch the button, do you remove your mouse?
You can see my video, and you will find that My tooltip will appear based on the position of my mouse cursor.
However, when you remove your mouse, maybe it will cover the tooltips.

Sorry, I didn't hit apply for my mouse pointer settings.  When the mouse pointer is small, it only sometimes covers the words.  But when my pointer is small, I have trouble finding it.

My original screenshot had the mouse pointer magnified, but the mouse pointer still covers the words when it is set to normal.

Let me check would you apply some special setting or skin on your mouse?

1
