Normals are lost when round tripping to blender

Open the project
Export as fbx for blender
Import as fbx into blender
Export as fbx from blender
Import in CC3.41
Observe normals have been lost, the under shirt is faceted, as are the gloves.
I've tried triangulating the mesh, that doesn't work. I've also tried all blender's normal settings with no success.
