Multiple content syncs (Again)
I reported this problem in issue 8983 after the update to 8.11 there was a fix applied which solved it.

I've just updated to 8.12 and the problem is back with content syncs taking place at every level " AGAIN"

IT seems like your using a version root file to work on, from which to do vesion update's from, but not making sure that all the fixes for that version are applied to the root file before making the version change. Which is why problems that were fixed in one version reappear after a version update.
