There is a setting in Windows 11's security features under ransomware protection that blocks access to controlled folders. I had previously set the Hub app as an allowed app, but due to changes in the installation specifications, it seems that installation had been switched to the setup.exe file in the Temp folder, causing the installation to fail. Turning off the block before updating solved the problem for me. I think you can reach the setting screen by typing "ransom" in the Windows settings screen.
