Failed to install Character_Creator_3_Hub

My System:
Windows 10 Pro 64-bit OS desktop
Intel i7 CPU
32 GB Ram
Other note: I wish to install this to my D: Drive

Product info: not sure about the product version as I have not been able to install to verify.

Steps to Reproduce:
1. Download Character_Creator_3_Hub from Order Receipt link.
2. Double click on the downloaded file.
3. At the User Account Control dialog box, choose "YES" to the question, Do you agree to allow ... changes to this device?"

Expected Results:
I expect the Installscript Setup Launcher to install Character Creator 3.

Actual Results:
An Installscript icon appears on the Taskbar for about 2 seconds and disappears. Character Creator 3 does not install.
