CTA 5 application freeze after going to Edit in the top left corner and selecting Preferences. CTA5 also freeze if I use the shortcut Ctrl + P. I am not able to do anything with CTA5 after selecting Preferences. I hear a sound like there is a modal secondary dialog window up but hidden and it makes a sound every time I clicked somewhere on the application. I only have 1 monitor. The only way for me to use the application again is for me to End Task in the Task Manager

Your suggestion fixed it for me...thank you. I use to have a dual monitor set up about 3 months ago and changed it to a single big screen monitor to save desk space.
I believe the problem might be that the new Windows 11 OS setting "Remember window locations based on monitor connection" was on located under Windows 11 Settings > Display > Multiple Displays > Remember window locations based on monitor connection
It is a great feature to have in Wind 11 if somebody is disconnecting and reconnecting multiple monitors and they don't want an application screen to move when doing so. But, in my case it was not a good feature to have on because like you stated I might have had at some point in time moved the dialog box to the second screen and when I moved to a single screen monitor Win 11 still remembered the previous location.

Do you have two monitors? could the file dialog been dragged to the second monitor some time and left there?
You can click "Menu > Window > Restore Default Workspace" to restore all the tool bars and panels to the default docking places.
