Issue 5195
Breaking a motion adds keyframes on every frame.
If you have a motion and you break it, it will add keyframes form both ends of the split.
It will add keyframes on every frame for the entire motion
or
if there are motion keyframes within the motion it will fill from the break to the existing keyframe.

This actually is an old bug. Surprised it was just entered. 

Not sure when RL is going to fix it, but meantime see this for the workaround:
