Repeated failure!
The program crashes as soon as it starts, impossible to load anything, neither scenes nor characters nor anything. I have reinstalled it several times, even clean installations and it does not work !!!, in the end I had to install the previous version that if it works, it is not stable at all but at least I can do something with it. It is by far the worst version of this program, and I have been with you for many years !!

Also, impossible to update the cartoon resource pack

After updating everything, both windows 10 and the video card drivers, the following results:
If the content is loaded from the windows explorer by dragging and dropping, and previously closing the content window it works perfectly, it loads the contents without hanging.
But, if you try to activate the content window (f4), the program stops working (I imagine it must be related to the content thumbnails).

Please try the below ways to see if the problem can be solved:

1) Go to the Start screen, type & search Windows Update. Then select "Check for updates" from the search list to check & install all important updates.

2) Update your graphic card drivers to the latest version.
