Cannot Re-Arrange Hair Layer In Composer Mode

Point 1 & 2 :- Hair Layer cannot be re-arranged.
Point 3: Why a different nose shown here?

Hi Admin,

Kyle Lee has responded to the problem. 
Here is the response:-

There is a defect when your mouse over the layer name.
You could move your mouse on the image area that will be move the layer when you drag them.
