Background image will not rotate after you change environment image

If you open a default project, such as "Base Female," you can rotate the background. But after applying a different image, the lighting will rotate but the background image will not.

STEPS:
1) Open the "Base Female" project
2) Press and hold Ctrl-/ (Ctrl + Slash) and use the left mouse button to rotate the gizmo horizontally... works fine... background image rotates
3) Open the Atmosphere panel, and apply a different background
4) Repeat Step #2... the light changes, but the background does not move

Sigh...  One more thing...

I noticed each Atmosphere option has it's own "Strength" setting.  That make me look even deeper.
Apparently the Atmosphere is more than just the image, but a number of settings that are bundled with that image (Image + Settings = Atmosphere)

Double-clicking on the HDR image to load an image, rather than using the Atmosphere panel, DOES maintain the Sync option you have set.
It also maintains your Strength setting.

BOTTOM LINE - I THINK:
So... I think what REALLY NEEDS TO HAPPEN is the "Atmosphere" options should have the Sync option checked "ON."

Apparently the root cause is that the "Sync Sky Image" on the VISUAL panel becomes un-checked when you change atmosphere.

With that in mind, I would like to modify this topic.

BUG(?):  Current behavior.
REQUEST:  The Sync Sky Image selection (whether on or off) should not change when you change Atmosphere (IBL image)


P.S.
If you hold "/" without Ctrl, you can rotate a light.
You need to display the Scene Manager panel to be able to see which light you're rotating when you do that.

I followed the above steps and get the same results. The background does not move only the lights.
