Hair conforming not working
When using personal hairstyles from the library, the hair conform is not working. Turning it off "conforming" isn't changing the final look. This is a massive problem, as hair usually has a lot of layers and vertixes, and can be very time consuming to edit. There is no way to reset it to the original shape

Sorry for the late reply.
Please follow the steps to set hair to non-conform :
1. Select Hair on Viewport
2. Modify Panel / Attribute tab / Enter Conform mode
3. Check Enable Conforming checkbox
4. Click Edit Range
5. Select all the vertices
6. Click non-Conform

After all these steps, you should see your hair's faces turn into black color, like the attached image.

As you can see, even when saved as non corforming, it has conforming. Mostly around the eye area, but also making harsh edges throughout the hair.

I did try to do this, but I still get conforming when applying it to another character.

Thanks for your feedback!
You should set Hair as non-Conform before you apply to other character.
In your case, you can set hair as non-Conform at Screenshot_10.png, then save it and apply to other character.
